Speaker’s Biography

Martyn Harris is a Chartered Engineer, ICE Fellow, OSE Member and Member of CIHT. He has over 40 years’ experience in the design, management and delivery of major civil engineering projects, throughout the UK and overseas in South East Asia, East Africa and the Middle East.
Martyn has been Contracts Manager & Claims Expert with Parsons International & Co LLC, based in Muscat, Oman for the past 7 years, working on the A’Seeb Wastewater Project - this massive infrastructure project comprises six major contracts, each with different contractor(s), and has a combined value in excess of $1,000 Million.
Previously, Martyn was Senior Contract Advisor & Claims Expert with Mouchel International, advising the Ethiopian and Tanzanian Road Authorities on their major road rehabilitation projects. He has also volunteered for an UK based INGO (International Non-Governmental Organisation), Rwanda Aid, as their Technical & Contractual Advisor. Martyn has also worked extensively in Hong Kong, Turkey, as well as throughout the UK.

Topic Overview

The downturn in the oil-based economies of the Middle East continues to squeeze the construction industry, with cash-flow often becoming constricted. This has resulted in more contentious market conditions, and a rise in the number of contractual disputes noted.
How a Dispute arises will be explained in terms of standard Conditions of Contracts, and the Dispute process explained, with particular reference to the role of the Engineer. A typical Arbitration procedural timeframe will be outlined.
Alternative Dispute Resolution options will then be explored, and the presentation will conclude with pragmatic advice on how to avoid Disputes.
